Using AMOS tool for language pack translation

Thanks for your suggestion of making the quick links translatable. I made a note of it in MDLSITE-3271 together with further suggested front page improvements.

Regarding 'Help for newcomers', as you've probably noticed, the page is very out-of-date. Rather than updating it though, I suggest that the information is included with the rest of the translation documentation in the dev docs. What do you think of http://docs.moodle.org/dev/Translation? The text can then be translated in other Moodle Docs wikis, as you have done with the AMOS documentation http://docs.moodle.org/2x/fr/AMOS.
