In 3.4 and 3.5, the above box is without text to translate. Is it possible to either remove it from entries awaiting translation or do something to prevent these two blocks from occurring?

Thanks for highlighting an empty string that was added. I found the related issue, MDL-62169, and as commented, will add the string to the English fixes (en_fix) lang pack.
