And I wonder what the use for them is and what should I do about them.

Good question German. Those are old strings for Moodle 2.1 published back in 2011 - see https://lang.moodle.org/mod/forum/discuss.php?d=526 for the context. I believe we should get rid of that folder now, it is unlikely to be valid any more. Do we agree here?
