what is the process for editing 1.9 html help files now? Should we use the traditional way to do this? Local translation and CSVupload.

AFAIK the process for 1.9 is the same as before: Local transaltion and CVS upload.

yes, the translation of Moodle 1.9 has not changed. You still have to check in the strings and the files into CVS.
What does it mean if we check here for 1.9,1.8.1.7 lang strings and work in them. Are they also added to CVS?
If I search in 1.9 for missing and outdated strings I find lots of strings that are translated but not marked as outdated. Missing feature, bug or concept?
